Objectives

Market observance comprises extracting key lessons of market activities and performed promotional work with focus on energy efficiency and savings for the inspiration of market actors and carbon market regulators. WP2 will be linked directly to WP3 and WP4 which will use the findings on RTD needs, good practise examples and the state of carbon market for project identification, networking and match-making. The activities of these WPs will be processed for dissemination purpose as part of WP5 Training and Promotion.

Description of work

Work package 2 will be centred on the following tasks:

Task 2.1: RTD needs

The purpose is to provide actors at the carbon markets with info rmation on RTD / energy efficiency and saving technologies of relevance for their market operations. Another intention is to identify market and technology needs in different EU regions in view of future RTD priorities For that purposes SETatWork will conduct a needs analysis by setting up a template for the consortium and contacting stakeholders in close cooperation with the WP5 needs analysis.

Task 2.2: State of carbon market

The aim of this task is the examination of the carbon markets development to find best ways of promoting energy efficiency and saving in an EU perspective. This will be implemented as part of the template for the consortium and the contacting of stakeholders described for Task 1.

Task 2.3: Good Practice

The intention is to catalyse sound market operations in terms of technology uptake. Thus the action will help promote adequate ways of energy efficiency and saving technologies for matchmaking of WP3 by promoting good practice examples.

Task 2.4: Publications

This activity will use the WP results for the development of articles for the project e-newsletter and a publication on "energy efficiency and savings/RTD practice at the carbon markets" as inspiration for companies acting in carbon markets around Europe. The publication will be disseminated to relevant target groups as part of WP5 in order to encourage specific energy efficiency and saving projects at companies acting at carbon markets and other interested organisations, especially ETS industries but also further energy actors like energy agencies, consultants, chambers of commerce and trade, local and regional governments.

The first step will be to identify the RTD opportunities and needs associated with energy efficiency and savings in the carbon markets and to examine the development of carbon markets on this special focus, as outlined more detailed in the workpackage description. The development in different EU regions will be analysed involving relevant stakeholders.

This will lead to suitable concepts for the implementation of energy efficiency and savings for further exploitation in WP3 and WP4 in combination with elaborating good practice examples for project assessment.

Based on this input an EU publication for the dissemination of the main findings will be developed which will be used for promotional activities in WP5 in order to raise awareness of energy efficiency and saving options and to facilitate WP3 and WP4 to encourage specific technology uptake and facilitating business cooperation across boarders.

Deliverables
  • D2.1 Overview of the state of carbon market with focus on RTD needs, implementation options and perspectives associated with energy efficiency and savings in the carbon market (short term and medium-long term). One country report for every country with WP2 participants
  • D2.2 Overview of RTD assessment of energy efficiency and saving technologies in Europe for the different types of industry, in particular the countries represented by the partners.
  • D2.3 Articles for project E-Newsletters and website. Development of texts by ZREU with input from WP2 participants.
  • D2.4 Good practice case studies and associated fact sheets. Minimum 15 good practice examples, input by all WP2 participants (month 11, 14, 17, 20).
  • D2.5 Report on relevant areas of co-operation between European ETS companies addressing the option of enhancing technology transfer and experience between EU companies in different regions. (month 20).
  • D2.6 EU publication “Energy efficiency and savings/RTD practice at the carbon markets” (month 23).

The above deliverables will be disseminated to relevant target groups on broad European scale as part of the SETatWork dissemination (WP5).
