
Here follows the fifth issue of the SETatWork Newsletter.
SETatWork is a project supported by EU's 7th Framework Programme (FP7). It assists European industries with meeting the challenge of climate change and bridging contacts to market actors and researchers outside Europe.
The technology focus is to promote energy efficiency and savings as well as polygeneration in the carbon markets.
This issue of the newsletter focuses on reporting from recent Facilitation Workshops within the SETatWork cooperation, as well as providing information on upcoming matchmaking events. In addition, it provides some analytic aspects from the performed activities.
Since the last newsletter, SETatWork has continued adding details of technology and service providers to the Database, as well as details of third-party programmes, projects and reports related to the SETatWork objectives. In addition, SETatWork has published a further 14 Good Practice case studies (which are in the process of being incorporated into the database).
Use of the SETatWork Database continues to grow steadily, with more than 25,000 visitors to the website so far this year, viewing more than 85,000 pages. This means that the Database is increasingly becoming a valuable place for Sustainable Energy Technology and Service Providers to the Carbon Markets to promote their activities.

SETatWork CDM Facilitation Workshops
SETatWork offers an opportunity for joining market actors in the carbon market sector. As part of this, a number of faciliation workshops are taking place during 2010 in Asia, Africa and South America where European stakeholders will be invited to meet local stakeholders.
The key objective is to foster cooperation in the field of CDM projects by creating contact between local CDM project developers & related business and EU stakeholders, such as buyers of CO2 credits and technology suppliers. This will be supplemented with other commercial and RTD activities.
The reports from the first two Facilitation Workshops, which took place in Bangkok, Thailand in February and in New Delhi, India in March 2010, can be found below. As well as forthcoming workshops in Guangzhou and Hangzhou, China in April 2010.
The SETatWork website also acts as a platform where companies can register their details for free, to promote their organization and projects or find partners for future collaboration within key industries. These details will be entered into the database maintained by the consortium, which contains a range of companies including technology provides, project developers, industry contacts, etc.

The SETatWork facilitation workshop in Bangkok took place as a side event of "Thailand Energy Saving 2010" Exhibition and Conference at the Bangkok International Trade & Exhibition Centre (BITEC) and was co-organized by the Project partner in Thailand - the Centre for Energy Environment Resources Development (CEERD) and the Thai DNA - the Thailand Greenhouse Gas Management Organization (TGO).
The main objectives of the facilitation workshop were:
- to present best available technologies for Energy Efficiency and Renewable Energy and the opportunities for CERs sales to European entities;
- to present to project owners how the CDM cycle can help finance projects and technologies; and
- to facilitate business meetings at the project booth open to exhibition visitors in the main hall.
The workshop welcomed around 70 participants on the first day which was devoted to Energy Efficiency, and 40 participants for the second day on Renewable Energy. Following an opening address from the First Secretary of the Delegation of the European Union to Thailand, the Executive Director of TGO and the Director General of DEDE (Department of Alternative Energy Development and Efficiency, Ministry of Energy) were among the distinguished speakers to deliver their presentations.

SETatWork Facilitation Workshop - New Delhi, India, 15-16 March 2010
TERI, as a part of the Sustainable Energy Technologies at Work (SETatWork) project under the European Commission's (EC) Seventh Framework Programme (FP7), organized this matchmaking event between Clean Development Mechanism (CDM) project developers & EU stakeholders in the field of Energy Efficiency (EE) and Energy Saving Technologies (EST) in New Delhi on 15-16th of March, 2010. The event was well attended and covered a range of topics around energy efficiency and CDM in India and how companies in EU can offer their services to meet the technological requirements of Indian Industry so as to promote technology transfer.
The first day of the event comprised of presentations and panel discussions on energy efficiency and role of CDM in promoting it in India. Experts from industry, research organizations and European stakeholders shared their perspective with the audience that mainly comprised of representatives from industrial units. The first session covered the topic of energy efficiency in India. The speakers provided a round of energy efficiency situation in India and highlighted the technological challenges to achieve energy efficiency measures that the country plans to undertake. EU agencies and companies shared their experience regarding undertaking activities in Indian markets. Technologies available with EU companies especially on decentralized energy solutions were dealt in detail during the session. The second session being a technical session on CDM provided an overview on technologies available and the measures undertaken by Indian companies to avail benefits from CDM. Role and expectations from bi-lateral partners were also discussed. The session provided a comprehensive picture of energy efficiency efforts and their inter-linkage with carbon markets in India. The final session provided a buyer perspective on the sector. The speakers shared the buying models put into practice by them to formulate and provide an offer that is both acceptable to the buyer and seller of carbon credits. The session clearly brought out that the energy efficiency though is in good demand by the buyers, however, small size of such projects tends to make them less lucrative for the buyers, especially those on lookout for large CDM projects.
The second day of the event was focused on providing close interaction opportunities amongst the EU representatives and Indian company representatives. Partners from SETatWork, representatives from GTZ India, EBTC and Intersuez were available for undertaking one to one meetings with the participants to discuss and identify areas of possible technological collaboration. The aim of such collaboration as part of the project was to promote actual technology transfer. The event thus provided a platform to the participants to share their needs with financing agencies and potential technology providers. The meetings were intense and it is anticipated that the discussions would result in actual implementation in due course of time.

Sino-EU Workshops on Sustainable Energy Technology - China, 19 & 21 April 2010
Two SETatWork Facilitation Workshops will be held in China in April 2010, in Guangzhou on 19 April 2010 and in Hangzhou on 21 April 2010. The events are timed to follow the Carbon Trade China 2010: Emitting China's CDM Potential and Enhancing East-West Carbon Trade that will be held in Beijing, 15-16 April 2010 (www.chinacarbontrade.com.cn) allowing delegates to link their participation in these events.
The main objective of these events is to create a platform for close interaction between:
- CDM project developers in China,
- sellers and buyers of carbon credits,
- Sustainable Energy Technology providers and
- Industries in EU-ETS
by highlighting the technologies needed and the technologies available in developed countries to promote energy efficiency in China by facilitating Business to Business (B2B) meetings.
The workshop in Hangzhouwill address a range of energy efficiency and renewable energy technologies with focus on their application in the Zhejiang Province and the prospects of technology transfer. Also it will look into the developments of the carbon market in the region and how cooperation between local and EU stakeholders could be established.

CEE Energy Trading 2010 is organised by EastEuro. The scope of the event is to discuss how the current fragmentation in the power market should be addressed in order to establish a central and unified platform for Power, Oil, Gas, Coal and Emissions Trading in the regions of Central and South Eastern Europe.
Part of this is how to address issues like congestion management, market transparency and understanding how to get around barriers to entry and finding regulatory competency.
SETatWork will be present at CEE Energy Trading in form of a presentation of the Polish partner Primum Polska and through distribution of project leaflets during the event.

Carbon Market Development and SETatWork Intervention
Implementation of the EU CHP Directive in Slovakia
The EC CHP Directive (2004/8/EC) is put in place to promote the development of the co-generation
concept in Europe, thereby harvesting the large energy efficiency potential in the field. The Share of CHP
in the Slovak Republic is among the highest in Europe, as shown in Slide 30 from the presentation and
in the map (below).
The SETatWork Slovak partner, Energy Centre Bratislava (ECB), has analysed the implementation
process in Slovakia, the overall status and prospects for enhanced degree of high efficiency CHP.
The main findings are:
- Currently, 16% of energy in Slovakia is produced via CHP compared to the average of 11% in
"EU 27".
- The goal of the Government policy is that CHP production is to provide primary energy savings of
at least 10 %.
- In 2007, a Bill entitled "Promotion of CHP production" was codified, stipulating preferential fixed
purchase prices for high efficiency CHP electricity.
- Production from small scale and micro cogeneration units may qualify as high-efficiency cogeneration.
- Guarantee of origin certificate has to be confirmed.
Strong support has been given from SETatWork activities to foster appropriate implementation in
Slovakia in the form of training, match-making, publishing and dissemination activities. Among others,
these efforts have oriented towards the ETS contributors with highest CHP potential in Slovakia,
which are the following industries:
- Metalurgy
- Crude oil processing and Petrochemistry
- Chemical Industry
- Pulp & Paper Industry

Sectoral/Programmatic CDM development in Thailand
In connection to holding of the SETatWork Faciliation Workshop in Thailand (see above), the local partner CEERD has explored the Programmatic CDM concept that is a potential vehicle for promoting CDM project activities, including the area of energy efficiency.
One analysis has taken point of departure in the Renewable Energy Development (RED) Model that was initially developed in the framework of the DANIDA funded project: Promotion of Renewable Energy in Thailand (PRET). It was designed for the modeling of different incentive schemes and their effects on the Thai power system for the promotion of renewable energy technologies.
The analysis has addressed the inclusion of CDM as an extension of the existing RED model. As part of this, the implications of introducing both a sectoral and programmatic approach have been examined.
A key result of the analysis is that a sectoral CDM approach could help financing about 20% of the incentives needed for a shift towards a more sustainable power grid, provided that the certified emission reductions (CERs) are sold at a price of 15 Euro/ton.

Fourteen more Good Practice Case Studies Published by SETatWork
Since the last newsletter, 14 more Good Practice Case Studies (GPs) produced by SETatWork project partners have been published on the website. These cover a range of technologies and industries including:
- Improving energy efficiency in dairy industry, pulp and paper and other energy intensive industries, Sweden, as well as in the fertiliser production industry in India
- Improving energy efficiency and introduction of renewable energies in buildings in Bulgaria and Thailand
- Use of waste heat in from iron and steel, refining and processing industries in China, Sweden and India
- Wind and biodiesel production and use in the Swedish forest, pulp and paper industries
- Combined Cycle Power Plant, Slovak Republic
SETatWork and T@W Good Practices are currently in the process of being incorporated into the Case Studies search section of the SETatWork database.
