As momentum builds towards SETatWork's second event in parallel with the Conference of the Parties, exhibiting at Bright Green during COP15 in Copenhagen (12-13 December 2009), we bring you an update on SETatWork actions, planned events and ongoing developments in the carbon market sector.

The heart of the SETatWork action is to help European industries meeting the challenge of climate change and bridging contacts to market actors and researchers outside Europe. The technology focus is to promote energy efficiency and savings as well as poly-generation in the carbon markets.

In this newsletter we describe how we are achieving these aims via:

SETatWork is organising a match-making event on its stand at the Bright Green exhibition, organised by the Confederation of Danish Industry, which takes place in Copenhagen on 12-13 December 2009, in connection with the climate conference COP 15. The aim of the SETatWork intervention at Bright Green is to establish contacts between actors on the carbon markets. Bright Green addresses official delegates, the press, business delegates and the general public and is expected to be an excellent platform for SETatWork match-making. The SETatWork project will also be presented on the stand, under regional themes, and a draft programme is now available.

Representatives from Enterprise Europe Network and the Network’s Sector Group Intelligent Energy will be present during Bright Green and, in particular, will host the stand between 2 pm and 5 pm on Sunday 13 December.

Key Objectives of SETatWork

SETatWork pursues two key objectives:

  • The first objective is to assist European companies under the EU Emission Trading Schemes/ETS to handle their CO2 management
  • The second objective is to provide a bridge to market actors and researchers outside Europe

In parallel with these two key objectives the action will observe and analyse developments in the markets and carry out a range of dissemination activities, including the further development of this website and associated assessment tool and database, as well as production of news items, country profiles and reports.

Training for EU ETS Industries

SETatWork assistance to EU ETS companies covers how the companies can implement energy efficiency and saving measures, as well as how the companies can meet their obligations by acting on the carbon market, including buying CO2 credits via Climate Development Mechanism/CDM projects in countries outside Europe.

The project team has undertaken an assessment of the companies’ need in this respect and are in the process of developing training courses. Some pilot trainings have already been organised and will be followed by further trainings in the relevant areas. The intention is to provide the target companies with a better understanding of the market, as well as encourage them to implement specific technology measures. Future training courses will be combined with match-making events in order to bring key actors together for realisation of the measures.

More than three thousands organizations throughout the EU were invited to participate in the SETatWork training needs survey on practical aspects of Climate Change within industry. The overall objective of the survey was to receive the feedback from the target audience of project training events for identification of preferred topics and event characteristics from various countries and industrial sectors.

The survey was conducted during January 2009 to May 2009 and comprised organizations in Bulgaria, Denmark, Germany, Italy, Poland, Portugal, Slovakia and Sweden.

The main topics of interest identified from the survey were Certified Energy Management Systems, Sustainable Design and Energy Efficiency measures related to the core manufacturing process. Though some variances occur between the different sectors addressed (cement, chemical, food, glass & ceramics, pulp & paper, mining, oil refineries, energy production plants and steel works), a preference for class room training or conferences dominated as the preferred way to communicate with the audience.

Training courses in the target regions have been developed based on the results of the companies' assessed needs. Some pilot trainings were organised during 2009 and will be followed by further trainings in the relevant areas in 2010.

Handouts for the first two training packages are available on the Training page of this site, while details of third-party tools and training will be added to the SETatWork database during the next 12 months.

The activities are, in the first instance, addressing the EU ETS sectors in Portugal, Bulgaria, Italy, Germany, Slovakia and Czech Republic, Poland, Denmark and Sweden, managed by SETatWork partners in these countries.

Project Brokerage Activities

The second objective, to provide a bridge to market actors and researchers outside Europe, is mainly aimed at engaging EU market actors and researchers in the CDM business with a focus on industry sectors.

CDM project opportunities will be indentified in China, Thailand/South East Asia, India and Chile/Latin America managed by local SETatWork partners. EU partners will help to provide links to the European stakeholders, primarily buyers of CO2 credits and European technology suppliers.

These efforts will culminate with match-making Business-to-Business events being held in the above-mentioned countries starting from the Autumn 2009.

In addition, as part of the development of the SETatWork Database, which will be officially launched during Bright Green in December, actors in the Sustainable Energy, EU ETS, CDM and Carbon Markets will be able to promote their organisation by adding details of their organisation, partner matching requirements and case studies (see below).

The first match-making event will take place in relation to Bright Green – an exhibition connected to COP15 - on 12-13 December 2009. The project team is also currently working on detailing the programmes for subsequent match-making events for both the EU ETS and CDM markets and elaboration of promotion material for engaging the stakeholders (see above).

The new improved SETatWork Database will go live in late November 2009 and will be officially launched on the SETatWork Stand at Bright Green (12-13 December 2009).

Complete the Registration Form if you wish to submit material to the Database including contact details and descriptions of Technology and Service Providers, Case Studies or Partner Search / Project Brokerage requests within the scope of SETatWork.

Country Profiles and SETatWork Priorities

The technology needs in the EU ETS & CDM markets have been identified during the first phase of the SETatWork project and profiles have been produced for all SETatWork partner countries, Bulgaria, Denmark, Germany, Italy, Poland, Portugal, Slovakia, Sweden, Chile, China, India and Thailand. In addition, information on other target CDM countries is being compiled, and the profile for Ghana is now also available.

The aim of the country profiles is to provide an overview of the carbon markets in countries covered by the European Union's Emission Trading Scheme and selected countries in Asia, South America and Africa with focus on Research and Technological Development (RTD) needs, implementation options and perspectives associated with energy efficiency and savings in the carbon market (both in the short and medium-long term).

To complement the country profiles, SETatWork Priority Maps and Charts have also been developed illustrating the Technology and Industry Sector priorities in each country.

Companies and organisations were interviewed by SETatWork in order to identify indicative priority rankings for various Sustainable Energy Technologies (SET) and Industrial Sectors. The results of these interviews for each sector can be viewed by selecting a sector from the drop down menus. These are then displayed on the map on the left of the page (see above). The European countries currently included in the analysis are Bulgaria, Czech Republic, Denmark, Germany, Italy, Poland, Portugal, Slovakia and Sweden. Click on a country on the map to view bar charts showing priorities by Industry Sector and Technology for that country on the right of the page.

Carbon Market Framework
COP15 in Copenhagen is approaching

On 7th December 2009 the UN Climate Conference will open in Copenhagen and the world community will try to agree a solution to meet the threat from global warming.

Up to 15,000 officials, advisers, diplomats, campaigners and media personnel from nearly 200 countries, are expected to meet in the Danish capital in this gathering considered as one of the most important in history.

Known officially as COP15 – the 15th Conference of the Parties of the UN Framework Convention on Climate Change (UNFCCC), the meeting in Denmark is expected to assemble ministers and leaders of 189 countries when negotiating a binding global climate agreement to replace the existing Kyoto Protocol which expires at the end of 2012.

All the world’s major governments now formally accept that temperature rises have already begun, are likely, if unchecked, to prove disastrous for human civilisation, and are being caused by emissions of greenhouse gases such as carbon dioxide from our power plants, factories and motor vehicles.
