The T@W: Sustainable Energy Technology at Work project, supported by the EU's Sixth Framework Programme (FP6), will finish at the end of March 2008 and thus is in its final stage.

The heart of the action has been to promote sustainable energy technologies at carbon markets with focus on EU ETS and CDM markets in Asia and the project culminates in holding of Facilitation Workshops for bringing market actors together.

This Sixth Project Newsletter will include an update of these workshops and other recent development within the T@W project and the carbon sector.

The first workshop was held successfully in Guangzhou, China (17-18 January), and three additional workshops will follow in, respectively, New Delhi - India (21-22 February), Bangkok - Thailand (25-26 February) and Kuala Lumpur - Malaysia (27-28 February). A final workshop will be held in Copenhagen on 10 March 2008.

We are also pleased to announce that contract negotiations are taking place with the European Commission on a project to follow-up on the promotional activities under T@W. The new project will have technology focus on energy efficiency and in the Newsletter you can find a brief introduction to the scope of work. This new project can underpin the growing political interest on meeting the challenge of climate change and the associated goals and instruments put in place to facilitate the desired development.

We welcome project stakeholders to take advantage of the T@W services, including engaging in the upcoming Workshops and Partner Matching events in Asia and in Copenhagen. Participation is free, but registration must be made as soon as possible.

T@W Facilitation Workshops and Partner Matching Events

As presented in the Newsletter 5, a key element in the last stage of the T@W project is to organise Facilitation Workshops in Asia and EU in order to encourage interaction between market actors in the field of sustainable energy.

Below follows an update on these workshops:

T@W Facilitation Workshop in Guangzhou, China, 17-18 January 2008

The first of the T@W Facilitation workshops was successfully held in Guangzhou, China on 17-18 January 2008. It was organised by the local T@W partner Guangzhou Institute of Energy Conversion (GIEC), Chinese Academy of Science in coordination with local authorities, as well as the other Chinese T@W partner Zhejiang Energy Research Institute (ZERI), based in Hangzhou.

The workshop was structured with a first day concentrating on the technology theme of polygeneration and a second day focused on CDM development and a technology theme of biomass utilisation. Each day attracted respectively 160 participants and 88 participants. T@W European partners FutureCamp from Germany (representing ZREU), Energy Centre Bratislava (ECB) from Slovakia and Energy Consulting Network (ECNET) from Denmark, as well as representatives of EU businesses, attended the workshop, resulting in fruitful discussion on China-EU cooperation in the field of sustainable energy and climate protection. The identified opportunities will be followed up in the remaining part of the T@W project.

Upcoming Facilitation workshops in Asia

The T@W workshop in Guangzhou will be followed by three other facilitation workshops in Asia, according to the following schedule:

  • New Delhi, India, 21-22 February 2008 
  • Bangkok, Thailand, 25-26 February 2008
  • Kuala Lumpur, Malaysia, 27-28 February 2008

Joining the Workshop(s) will provide an opportunity for direct meetings with the Asian market actors, including CDM project developers and local companies.

Conference and partner matching event in Copenhagen, Denmark, 10 March 2008

The last event arranged by T@W is a conference and partner matching event on 10 March 2008 in connection with Carbon Market Insights, an annual event for the Carbon Markets, which takes place in Copenhagen, Denmark from 11-13 March 2008.

This event will cover the latest and most relevant issues regarding the development of carbon markets and the possibilities for technology transfer. Speakers from the European Commission, Danish Confederation of Industries, European Investment Bank and other financiers will take part, as well as speakers presenting their experience from CDM projects in China, India, Thailand and Malaysia.

During the Partner Matching Event on 10 March 2008, business-to-business (B2B) meetings will be arranged, offering an opportunity to meet with organizations that will be of interest to both parties. Suppliers of sustainable energy technologies or project development services will have an opportunity to find project owners.

Sustainable Energy Technology intervention and promotion at ETS and CDM Markets

As part of the results from this project, T@W is producing a report summarising its intervention and promotion of Sustainable Energy Technologies in the ETS and CDM markets. Online Assessment Tool for ETS companies

An online Assessment Tool has been designed by the T@W team to help you find the most economical option for you to answer your CO2 emission problems, leading to reduction of emissions through investing in either internal or external projects. It will also provide you with a cost overview for implementing and conducting your own CDM/JI project, providing (for example) typical trading (fixed and variable) costs, as well as an overview of the CO2 situation.

The Tool will also guide you to a wide range of resources that will help you make the right decision whether your company is considering buying or selling carbon certificates or just wishes to reduce its level of CO2 emissions. It will also help you identify the important steps required for you to reach your targets, providing examples of good practice and calculation of reduction measures.

This Tool will be available by the end of February 2008 via a link from the menu within the project website www.setatwork.eu.

New European project to build on T@W activities

Contract negotiations are taking place with the European Commission on a project for carrying on the activities and efforts established by T@W under the heading of ‘Sustainable Energy Technology at Work’.

The new project involves many of the partners from T@W and entails a similar approach on bringing actors in the carbon market together, but will, in contrast to the ongoing project, have an emphasis on energy efficiency; reckoning energy efficiency as a main factor in achieving climate protection goals. It is to run under the acronym ‘SETatWork’ and will be accessible via the established website: www.setatwork.eu ensuring that the features, tools, information and contacts established by T@W continue to be available.

A new feature when compared to the ongoing project is that DI/Danish Industry will be engaged as a partner and the project aims to facilitate interaction with other EU industry associations, including Business Europe. Another new feature is that ‘SETatWork’ will include activities in Latin America, mainly Chile. On top of this, the scope of work implies continuity from the ongoing project and in this way a strong dissemination platform can be further established.

The contract negotiations are set to end by middle of March and we expect to have more information on the new project available in the last newsletter of the ongoing project.

European Policy Development

A proposed Energy Package from the European Commission, launched on 23 January 2008, on the implementation of the 20% CO2 reductions and 20% renewables in 2020 will influence both EU ETS and the CDM. Direct allocation from the Commission, deep cuts in allocations, 100% auctioning for power generation and thus higher EUA prices together with binding targets for renewables will create strong economic incentives for establishment of new renewable capacity in EU. A decision on linking the import of CERs into ETS to an ambitious climate agreement in Copenhagen with also large developing countries and the US having reduction commitments will slow the market until the resulting 30% reduction commitment by the EU will raise the EU demand for CERs further. Sustainable Biofuels Production and Use in Europe

The Biofuels Technology Platform Stakeholder Plenary Meeting was held at the Diamant Conference Centre in Brussels on 31 January 2008, and attended by over 300 delegates. The event saw the launch of the Biofuels TP Strategic Research Agenda and Strategy Deployment Document. Although the conference dealt specifically with Liquid Biofuels for Transport, it raised a number of issues related to sustainable production and use of biomass and bioenergy which are applicable to the use of Biomass and Bioliquids within the Emissions Trading Scheme, including an overview of the political framework. Danish companies joining forces on meeting climate change

Danish companies are increasingly aware of the challenge set by the risk of climate change, and the threats but also opportunities in terms of innovation this brings. This is spurred by climate change becoming a political hotspot and the fact that Denmark is to host the UN Conference on Climate Change, the COP15, in December 2009.

The efforts of Danish companies, including ETS companies in need of CO2 allowances and technology suppliers, are organised under the framework of the Confederation of Danish Industries (DI). Reckoning its importance, DI has formed the Danish Energy Industries Federation to serve the umbrella for joint sector initiatives.

T@W efforts targeting the Danish ETS sector is done in coordination with DI/Danish Energy Industries Federation and, for example, the T@W event in Copenhagen on 10 March is hosted by DI.

One recent initiative has been launched under the heading of Bright Green - Danish Technologies for Sustainable Growth. It is a publication on Danish strongholds in the field of sustainable energy and their potential contribution to the climate change challenge. The philosophy behind it is that “bright green environmentalism aims for a society that utilises new technology and improved design to achieve gains in ecological sustainability without dampening the potential for economic growth”. E.g. the message is that economic growth and climate protection measures can go hand in hand, as illustrated in the Danish example.

Implementation of fiscal benefits for the use of clean technologies in the Industry: The experience from the Basque Country

The "Clean Technology List" is a list of industrial equipment which generate an important environmental improvement within the areas of water, air, waste, resources and/or soil. It includes 64 types of equipment, products or systems which make possible a 30% deduction of the Corporate Tax quota when implemented.
