Welcome to second Newsletter from T@W: Sustainable Energy Technology at Work, a project supported by the EU’s Sixth Framework Programme (FP6) having as a key aim to promote sustainable energy technologies at carbon markets with focus on EU ETS and CDM markets in Asia.

T@W is now directing its efforts towards partner matching at Carbon Expo, 2-4 May (see below). Alongside interesting presentations at the workshop, this event gives Technology Suppliers and CER buyers and investors an opportunity to meet with our country partners from Asian CDM countries and project developers looking for specific technologies. The project's current promotional activities are oriented towards obtaining a good basis for the workshop at Carbon Expo and thus to get suppliers and developers to sign up for participating in the workshop. This includes submitting information on the company and technology provided or project under preparation.

You can prepare for this is by reading the country profiles (see below) developed by our partners in both EU countries and South East Asia. The country analysis gives an assessment of the framework conditions and technology needs. Technology suppliers and CER buyers & investors can thus use the reports to select the most promising place to take contact to a project partner – a service that we will be happy to provide as a core activity of the T@W-project.

Business Opportunities at Carbon Expo 2007

The T@W project will be present at the Carbon Expo 2007 in Cologne. This will be in the form of a workshop presenting the latest and most relevant issues regarding the development of carbon markets and the possibilities for technology transfer. Speakers from the International Emission Trading Association (IETA) and European Investment Bank will take part, as well as speakers presenting their experience from CDM projects in India and China.

In addition, business-to-business meetings will be arranged. We can offer an opportunity to meet with other organisations that will be in the interests of both parties.

Country Profiles

Country profiles are now available for all the participating countries of the project. They can be viewed by clicking on the relevant country in the map above. The reports give a general overview of the national situations and strategies for the emission reduction and energy sector targets.

Further information and project development will be added to the T@W website as it becomes available and will be included within an online assessment tool, which is currently under development.

European Countries (Emission Trading Scheme - ETS)

The promotional efforts of the T@W action address the following EU countries that are included in the Emission Trading Scheme (ETS): Portugal, Spain (Basque Country), Germany, Slovakia, Poland and Denmark. The associated reports contain a description of the legal framework in each country related to climate change, as well as a description of the national allocation plans (NAP) with structures, quantities, principles and rules. The reports cover both the first NAP and the second NAP (2008-2012). Also an overview of the most important companies and other key actors is given. These country reports show the priorities for each country in R&D activities and provide links to relevant national websites where information about the emission trading system in each country can be found.

In the next few months, the European project partners will identify and provide good practice projects and carry out various promotional activities in the form of workshops and advice services to encourage undertaking of specific SET projects by companies covered by the ETS. To assist the information campaign an EU publication with the title “Sustainable Energy Technologies for the ETS market” will be produced. This brochure will present the main achievements within the project and should serve as an inspiration for market actors around Europe.

Asian Countries (Clean Development Mechanism - CDM)

The CDM country profiles also give an overview of the legal framework in the countries with a description of the general and specific development goals for utilisation of sustainable energy technologies (SET): Renewable Energy Sources and Polygeneration. The reports include an estimation of the SET potentials and the specific issues that arise from utilisation, such as promotional systems and financing opportunities, as well as a list of the main companies on the market. Specific CDM requirements are also described.

In the next few months, the project partners in Malaysia, China, Thailand and India will identify and provide information on potential CDM projects with an emphasis on technologies of relevance to helping achieve sustainable development in the countries, including prospects for technology transfer.

Sustainable Energy Technologies (SETs) cover a range of different technologies that have all received the support of the European Union and most Member States through a variety of supportive legislative and regulatory initiatives. It is clear that the European Commission wishes to use the European Emissions Trading Scheme (ETS) in order to help improve the penetration of low emitting technologies and processes. Its string of (tough) decisions on Member States’ phase-2 National Allocation Plans (NAPs) has reinforced the perception that current practices will have to change.

In October 2006 the Annex 1 Expert Group on UNFCC released a number of new reports, three of which are of direct relevance to Sustainable Energy Technologies.

Forthcoming Activities

We are currently collecting Case Studies from throughout Europe and Asia and expect the Good Practice database and associated Partner Matching service to be online by the beginning of 2007.

At the same time we are making detailed plans for the project’s intervention on the targeted carbon markets as indicated below.

T@W Intervention on EU ETS

The European Emission Trading Scheme market is put in place as a vehicle for realision of EU's commitment to the challenge of reducing the global greenhouse effect. The EU ETS give incentives for European companies to reduce their CO2 emissions in a manner that encourage the most cost-efficient measures.

Within this context, partners are now defining how the T@W project is to promote the use of sustainable energy technologies/RTD with the following focus areas:

  • Investigating the appropriate use of Framework Programme RTD results at the ETS market
  • Encouraging companies operating on the ETS to use high standard/advanced SET solution
  • Developing SET implementation concepts, partly focused on concepts entailing co-operation between companies in the former EU-15 and the New Member States

In addition, an ETS assessment tool is currently being developed. Further information will be available in the next T@W newsletter.

T@W Intervention on CDM Markets

The Clean Development MechanismCDM is a project based means of meeting the climate goals. The EU Linking Directive, Directive 2004/101/EC, allows European companies to act on international CDM markets in accordance with the internationally agreed procedures for CDM projects and transferring the gained CO2 credits into the EU ETS system.

Partners are now making detailed work plan how the T@W project is to promote the use of sustainable energy technologies/RTD at the targeted SET/CDM market s in Asia. The focus areas are:

  • Identifying SET needs for a sustainable energy development in Asia , including possibilities for bringing EU know-how into the market.
  • Facilitating SET/CDM projects and financial concepts for accelerated implementation of SET
  • Initiating business co-operation between companies in Asia and EU and strengthening business relations between Asia and EU
T@W Events

In the course of T@W a number of events will be arranged to activate carbon market operations in line with the project objectives. Among these can be mentioned:

  • Carbon Expo 2007: The work plan comprises holding of a side-event at Carbon Expo 2007, 2-4 May 2007.
  • Facilitation Workshops: An important element in the promotion of sustainable energy technologies will be to arrange facilitation workshops at the targeted carbon market countries/regions. Information on these events will be made available via the T@W website and Newsletter when available.
