European Policy Development
23 January 2008

A proposed Energy Package from the European Commission on the implementation of the 20% CO2 reductions and 20% renewables in 2020 will influence both EU ETS and the CDM. Direct allocation from the Commission, deep cuts in allocations, 100% auctioning for power generation and thus higher EUA prices together with binding targets for renewables will create strong economic incentives for establishment of new renewable capacity in EU. A decision on linking the import of CERs into ETS to an ambitious climate agreement in Copenhagen with also large developing countries and the US having reduction commitments will slow the market until the resulting 30% reduction commitment by the EU will raise the EU demand for CERs further.
