Updated Overview of the EU National Allocation Plans (NAP II)

The National Allocation Plan (NAP) determines for each Member State the 'cap' or limit, on the total amount of CO2 that installations covered by the EU Emission Trading System (ETS) can emit. Each Member State develops a NAP, which has to be assessed by the European Commission against 12 allocation criteria listed in the Emissions Trading Directive.
The table below gives an overview of the status of the National Allocation Plans II (2008-2012) of all EU Member States. It indicates the amount of EUA allocations in the 1st and 2nd Emissions Trading Period as well as the ERUs/CERs allowed in the 2nd Period. The ERUs/CERs limit is expressed as a percentage of the member state’s cap and indicates the maximum extent to which companies may surrender JI or CDM credits instead of EU ETS allowances to cover their emissions. This total amount of 278,6 Mio tCO2 ERUs/CERs is additionally available for companies/countries to the 2083 Mio allocated EUAs. As most of the submitted country “caps” for the 2nd Emissions Trading Period did not meet the allocation criteria, they had to be revised from the EU Member States. Some of the revised versions still have to be approved by the European Commission.
