The workshop was held as the first of four Facilitation Workshops under the T@W project for bringing Asian and EU actors together on CDM & sustainable energy business cooperation.

The workshop was organised by the local T@W partner Guangzhou Institute of Energy Conversion, Chinese Academy of Science-GIEC in coordination with the city authorities of Guangzhou and regional authorities of Guangdong Province. Further the other Chinese T@W partner Zhejiang Energy Research Institute-ZERI, based in Hangzhou, took part in the organisation, representing CDM development in the eastern part of China.
Europe was represented by T@W partners from Slovakia/Energy Centre Bratislava-ECB, Germany/FutureCamp on behalf of Zentrum für Rationelle Energieanwendung und Umwelt-ZREU and Denmark/Energy Consulting Network as well as individual EU companies.

The workshop was structured by a first day concentrating on a technology theme on polygeneration and a second day with focus on CDM development and a technology theme on biomass utilisation. Both days implied business oriented presentations of companies within the selected themes. The workshop exposed a high interest among the local stakeholders, as 160 participants joined the first day workshop and 88 participants joined the second day workshop. The major participants include the following:

• Chinese top authority: Chinese Ministry of Science and Technology, the administrative centre for China’s agenda 21.
• Guangdong local authoriy: Guangdong Ministry of Science and Technology, Guangdong economic and Trade Commission.
• Guangzhou local authority: Guangzhou economic and trade Commission, Guangzhou bureau of sciene and technology.
• Guangdong local energy players: Guangdong Yudean Energy Group, Shenzhen Energy Group, Guangzhou Energy Holdings Limited Guangdong Nuclear Group as well as Guangzhou Heater Services Provider Company.
• Chinese Top Experts: experts from Chinese Academy of Society, Chinese Academy of Science, Southern University of Science and Technology and Sun Yat-sen University etc.
• Chinese Potential CDM Owners: Major local energy players joined this workshop and also we invite many energy-extensive companies, which have obligations to reduce energy consumption according to targets set by central government. The participants include Guangzhou Paper Mill, Guangzhou Beer Manufacturing Company as well as Shaoguan Iron and Steel Plant.
• Chinese CDM Consultant Service Company: Many CDM consultant centre actively joined the workshop with the aim to hold business talks with EU partners and also CER buyer. Major CDM consultants include Guangzhou Institute of Energy Conversion, Chinese Academy of Science, CDM centre of Guangdong Enviorment Protection Bureau as well as other individual CDM consultants.
• CER buyers and Financial organization: CER buyers from Germany, Sweden, UK and other EU buyers joined this workshop to match their business opportuinties. Financial organization like the Netherland ING bank and other domestic and Hongkong banks joined this workshop to identify their investment opportunities to help government fulfill the target.

The workshop was organised by the Chinese partners in the T@W project, GIEC and ZERI.

The workshop underlined the current rapid development of the Chinese CDM market. One part of presentations reviewed this development and the challenge China is facing in the field of sustainable energy and climate change abatement, which at the same time served as capacity building of the stakeholders.

One highlight of the workshop was that it marked the official opening of the CDM Centre Guangdong. The CDM Centre is to assist actors in the Province in developing CDM projects; a service that will go hand in hand with the services of the T@W project and thus strengthening the ties between China and Europe in the field.

The first technology theme of the workshop concerned polygeneration/cogeneration; an area with considerable development potential in China. Prof. Huang Dongfeng from Zhejiang Energy research Institute/ZERI presented the opportunities for promoting cogeneration via the CDM concept.

Mr Peter Luby from Energy Centre Bratislava/ECB made a presentation of European experience in the field of poly-generation, especially from the Czech and Slovak Republics. This included the prospects for technology transfer within areas like coal gasification. This was followed by technology suppliers and consultants offering services in the field.

Bioenergy is another area of high potential in China. There are considerable resources like residues from rice production that could be exploited for energy purpose. Presentation of Mr Yu Yuanqi from Shenzhen International Energy and Enviorment Centre, United Nation Industry Development Organization, showed these potentials and how CDM could be instrumental in their realisation. China is already well ahead with developing technology like biomass gasification, but at the same the workshop revealed sincere interest on learning from EU experience.

Mr. Lars Møller presented European know-how on biomass utilisation, taking point of departure in Danish experience and technology. The presentation informed about regulatory measures and showed a number of applications operating in both EU and Asia (mainly Thailand). Mr. Markus Goetz, FutureCamp, reviewed the bioenergy development seen from a CDM perspective; what are the lessons so far with regard to the penetration of bioenergy and the barriers to be overcome. Also this theme was accompanied by technology suppliers and consultants in the field.

T@W Facilitation Workshop Participants

The workshop entailed fruitful dialogue between Chinese and EU delegates, including discussion on specific business opportunities. These opportunities were followed up in the remaining part of the T@W project, including Facilitation Workshop in Copenhagen, 10 March 2008.
