Report: Carbon Capture and Storage in View of EU Climate Policy and Directive 2009/31/EC

Abstract

On 23 January 2008 the Commission proposed a Directive to enable environmentally-safe capture and geological storage of carbon dioxide (CO2) in the EU as part of a major legislative package.

This is a response to the call of EU leaders made at their Spring summit in March 2007 and follows the European Commission's proposal set out in its Communication "Limiting Global Climate Change to 2° Celsius: The way ahead for 2020 and beyond" from January 2007.

Directive 2009/31/EC on the geological storage of carbon dioxide covers all CO2 storage in geological formations in the EU and lays down requirements covering the entire lifetime of a storage site. In addition, existing legal frameworks were amended to regulate the capture and transport components of the CCS value chain.

In addition, the EU provides substantial funding for CCS demonstration plants in order to decrease costs and accelerate its commercial large scale deployment. 300 million allowances of the New Entrants Reserve under the revised EU ETS Directive have been set aside to fund up to 12 CCS demonstration projects and innovative renewable energy technologies demonstration projects. In addition, the European Economic Recovery Programme allocated around € 1 billion to fund 6 CCS demonstration projects.

The Community is also actively promoting research into CCS - both to promote the rapid commercialisation of the technology, and to assess the environmental risks.
