Energy Audit Programmes in Europe There are many success stories on energy audit programmes and activities in
several European countries. Energy audits are often mentioned in national energy
policies as one of the most important means to reduce CO2 emissions. Within the
AUDIT II study more than 40 energy audit programmes were evaluated. The results
show, that the best programmes cost only between 10 and 14 Euro per tonne of CO2 saved. How to develop such programmes is presented in a comprehensive guidebook on energy auditing.

Since 1993 Motiva has been administrating the national Energy Auditing Programme in Finland. A uniform system for auditing has been developed including approaches like energy analysis for the industrial sector, energy inspections for SMEs and energy audits for buildings. A comprehensive monitoring programme called MOTICOP comprises all energy related information from the audited enterprises. Training and authorisation of auditors are organised by Motiva.

that an effective response to these challenges can be made. It is for all companies interested in strengthening / maintaining their environmental reputation in relation to climate change. There are 23 multiple choice questions about carbon management including emissions reductions and carbon offset strategies. It should take only 30 minutes to complete.

Biofuels Carbon Declaration Methodology This methodology is intended for fuel suppliers wishing to declare greenhouse gas
emissions, and emissions reductions achieved through the supply and use of
conventional and renewable transport fuels.
The methodology is designed for use by fuel suppliers for (mandatory) reporting of CO2 emissions under the UK’s Renewable Transport Fuels Obligation (RTFO).

The Biomass Partnership (The establishment of regional biomass markets through plant partnerships) project was supported by the Intelligent Energy - Europe programme. In order to expand the market for RES heating it is necessary both to increase the supply and to stimulate the demand. On the supply side, the logistics associated with the collection of raw materials, for example pellets and wood-chip production are still at a basic level in most regions and countries, and the production capacity relatively low, despite the fact that many countries and regions are currently increasing their capacities for pellet-production. The logistics for distribution and sales operations also need to be stimulated in most regions and countries. This project strived to support these issues. The website includes feasibility studies and guidelines from Sweden, Austria, Finland, Germany, France, Bulgaria, UK and Belgium.

The ST-ESCOs project aimed to promote the creation and development of Solar Thermal Energy Service Companies (ST-ESCOs) and, by this, to assist in accelerating the growth of the solar thermal market in Europe. This site includes a project assessment tool [PDF in Bulgarian language], entitled “Guidebook for development and presentation of a project idea for a JI project”. It gives information on JI projects in general, on respective CO2 emission buyers (i.e. financing options for a JI project) and on the basic requirements and calculations of CO2 emissions equivalents, necessary for the first stage of a JI project development (project idea) in order to be put forward by respective buyers for further consideration.
